I. Bid Invitation Conditions

This bidding project, i.e. Jilin Jinguan Electric Co., Ltd. C-GIS Intelligent Ring Main Unit Construction Project has been approved by C.S.K.J.Z. [2014] No. 11 Document. The Owner and bid inviter of the project is Jilin Jinguan Electric Co., Ltd., and construction fund is raised by the enterprise. The Project has met with the bidding conditions and is now launching public bidding for the construction of this Project.

II. Project Overview and Bidding Scope

2.1 Bidding content: Jilin Jinguan Electric Co., Ltd. C-GIS intelligent ring main unit construction project;

Bidding scope: Construction of production plants and warehouses;

Total building area: 10176 m2;

2.2 The construction site is Changchun Shuangyang Economic Development Zone;

2.3 The planned commencement date is May 15, 2014, the planned completion date is November 30, 2014, and the construction period is 200 calendar days.

2.4 Project quality is required to meet the criteria of acceptability.

III. Qualification requirements of the Bidder

3.1 The applicant must be a legal person or organization which has Grade B qualification (or above) building construction engineering construction general contractor approved and issued by  construction administrative department in charge and a safety production license (copy) and should have corresponding construction ability in terms of personnel, equipment, funds and other aspects.

3.2 The project manager or registered constructor proposed to be dispatched by the bidder should have a Registered Associate Constructor license or above approved and issued by construction administrative department in charge.

3.3 Project management personnel proposed to be dispatched by the bidder should not engage in other construction in progress. Otherwise the bidder will be treated as an abandoned bidder. The project manager or registered constructor of the winning bidder should, after bid wining, handle registration procedure to the department in charge of project bidding.

3.4 Joint bidding will not be accepted.

IV. Acquisition of bidding documents

4.1 Those who wish to participate in the bidding should purchase the bidding document by presenting business license, enterprise qualification certificate, safety production license and letter of recommendation from April 8, 2014 to April 14, 2014 (statutory holidays excluded) from 8:30 to 11:30 and 13:30 to 16:00 (Beijing time, the same below).

4.2 The bidding document is priced at 1,500 yuan per set and is not returnable.

V. Submission of Bids 

5.1 The deadline for submission of bid (bidding deadline, the same below) is 13:30, May 6, 2014.

5.2 Late delivery or bids not delivered to the designated location shall not be accepted.

5.3 In submitting the bid, the bidder shall, in accordance with the relevant provisions, provide not less than CNY 10,000 as bid bond or bid guarantee.

5.4 If there are less than three valid bidders, the bid inviter shall organize the bidding separately.

5.5 When effective bid price of the bidder exceeds the control price set by the bid inviter, the bid price shall be treated as invalid.
